What changed in 2026
For years, most homes under the Village of Oak Creek Association (VOCA) were treated as off-limits for short-term rentals because of a 2017 amendment banning stays under 30 days. On April 18, 2026, VOCA announced that the ban is unenforceable, with a written member statement following on May 6. The reasoning traces back to Kalway v. Calabria Ranch HOA, where Arizona courts limited HOAs’ ability to add new restrictions after the fact; the Arizona Supreme Court declined review on April 2, 2024.
That does not mean every VOC home can be an Airbnb. Several sub-associations (Sedona Golf Resort, Pinon Woods, Firecliff, and Las Piedras, among others) have their own documents, and some of those restrictions may be original and still enforceable. Why VOC is interesting for investors
- Red-rock scenery and trail access at a historically lower price per square foot than West Sedona
- No city permit layer (county rules apply), with a lower combined lodging tax than inside Sedona
- Strong drive-in demand from Phoenix via I-17

Village of Oak Creek short-term rental FAQ
Can I Airbnb a home in the Village of Oak Creek now?
In many cases, yes. The VOCA master association announced in April 2026 that its 2017 ban on rentals under 30 days is unenforceable, following the Kalway v. Calabria Ranch HOA decision. But many VOC homes also sit in a sub-HOA with its own CC&Rs, so each property needs its own document review.
Do I need a permit to run a short-term rental in the Village of Oak Creek?
There is no city permit because the Village of Oak Creek is unincorporated. You still need an Arizona TPT license, assessor registration with Yavapai County, and a structure permitted for habitation.
Why are VOC homes cheaper than Sedona?
VOC homes have historically traded about 20–25% below West Sedona per square foot, partly because of the old rental restriction. With the ban unenforceable, that gap is a key thing to watch, and a reason buyers are looking here now.
